The Sanctions & PEP Data License Map
Every sanctions and PEP source we track, with its actual redistribution license β public domain, Crown copyright, CC BY, or restricted.
Last reviewed 2026-08-24
Why this page exists
Sanctions and PEP data is free to read almost everywhere. It is not free to redistribute everywhere β and the two are different legal questions. US federal sanctions lists are public domain. The UK's are Crown copyright, redistributable commercially but only with attribution. The EU's fall under a specific reuse decision. Some national PEP sources publish under a clear open license; a few publish with no license statement at all, which means redistribution rights have to be independently cleared before that source can be used commercially.
No commercial vendor in this category publishes a per-source license breakdown at all β the closest any competitor gets is an aggregate list count ("1,000+ lists," "75+ lists"), never an enumerated, licensed catalog (see our State of Sanctions Data Transparency β 2026 report, Β§4, finding 3: "no commercial vendor publishes per-source redistribution terms"). Open-data projects do better: OpenSanctions is the clear leader on overall source transparency, but applies one blanket CC BY-NC 4.0 across its combined output rather than surfacing each upstream source's own license terms. This page is the more granular version: source by source, license by license.
A vendor that hides its sources also hides the redistribution-rights question you inherit as their customer. This page exists so that question has a public, checkable answer for every source we track β live or not yet live.
License categories that recur below
| Category | What it generally means | Typical example below |
|---|---|---|
| Public domain (statutory) | No copyright subsists at all; use and redistribution are unrestricted by copyright law (though trademark, privacy, or other law may still apply). | US federal works, under 17 U.S.C. Β§105 |
| Crown copyright / Open Government Licence (OGL) | Copyright exists but is licensed broadly β commercial and non-commercial reuse permitted, conditional on attribution. | UK FCDO/HMT lists, UK Parliament data |
| EU reuse decision (2011/833/EU) | The European Commission's own instrument permitting reuse of its documents/data, commercial and non-commercial, generally without a formal application, subject to attribution and no misrepresentation of the source. | EU FSF, EU Sanctions Map, EU institutional PEP sources |
| CC BY (various versions) | Standard Creative Commons attribution license β commercial reuse permitted with credit. | Australian Consolidated Sanctions (CC BY 4.0), Italy Senato (CC BY 3.0) |
| CC0 / public-domain dedication | Rightsholder waives rights entirely; no attribution legally required (though we still credit sources as a matter of practice). | US Congress data (congress-legislators), US state legislator data (Plural/Open States) |
| National open-government license (non-UK/EU) | A jurisdiction-specific open-data license or statute functioning similarly to OGL/CC BY. | Canada's Open Government Licence, Norway's NLOD, France's Etalab Licence Ouverte |
| Uncopyrightable factual data | Not a license at all β a roster of names and titles is treated as fact, not a copyrightable expression, so no license is needed. | International-organization leadership rosters (crawled direct); Canadian Senate roster |
| No standard open-data license / review required | The source publishes the data but has made no clear redistribution statement. We treat these as not cleared for redistribution until a per-source legal review completes β never as implicitly open. | Japan Economic Sanctions List; INTERPOL Red Notices |

Status column distinguishes sources we screen against today ("Live") from sources on our roadmap ("Coming") or awaiting legal clearance ("Clearance pending"). A "Coming" or "Clearance pending" row means the license terms below are what we found in our own research β not yet a system we redistribute under. [PENDING] in the source catalog denotes rows where engineering's shipped/clearance state is still being finalized; we render those here as their catalog-listed status.

Methodology & disclaimer
This page summarizes publicly stated licensing terms for each data source we track, as documented in our internal data catalog and cross-checked against each licensing instrument's own public text where one exists. It is compiled and maintained by ProofAML's marketing and engineering teams, most recently reviewed 2026-08-24.
This is not legal advice. License terms, especially for government open-data programs, can change, and our characterization above is a good-faith summary, not a substitute for reading the primary instrument yourself. Before relying on any row above for your own redistribution decision, confirm the current terms at the primary source:
- UK Open Government Licence v3.0 β verified 2026-08-24 against
nationalarchives.gov.uk/doc/open-government-licence/version/3/: permits commercial and non-commercial exploitation of the licensed information, conditional on an attribution statement. - EU Commission Decision 2011/833/EU β verified 2026-08-24 against EUR-Lex (
eur-lex.europa.eu, CELEX 32011D0833): sets out reuse of Commission documents/data for commercial and non-commercial purposes, generally without a formal application, subject to attribution and non-misrepresentation conditions. - US federal public-domain basis (17 U.S.C. Β§105) β verified 2026-08-24 against the U.S. Code (
uscode.house.gov, govinfo.gov): copyright protection is not available for any work of the United States Government, placing such works in the public domain domestically (a limited NTIS-publication exception under 15 U.S.C. Ch. 23 does not apply to any source in this catalog).
Rows marked "No standard open-data license" or "Per-source review pending" are not redistributable under an identified open license today β we do not screen against those sources commercially until a per-source legal review clears them.
